Japanese autonomous-driving company TIER IV listed on the Tokyo Stock Exchange Growth Market on 22 July 2026 under securities code 593A.

Its shares opened at ¥1,009, approximately 7% below the ¥1,085 offering price, before ending their first trading day at ¥1,015.

CEO and founder Shinpei Kato said the company accepted the opening price as the market’s assessment and would seek to increase its value through business growth and transparent communication.

The listing brings one of Japan’s most prominent university-born deep-tech companies into a new phase. TIER IV must now demonstrate that the global adoption of its technology can support a scalable commercial business.

Autonomous-driving software born at Nagoya University

TIER IV was established in 2015 by Kato and a team connected to autonomous-driving research at Nagoya University.

Its central technology is Autoware, an open-source software platform for autonomous vehicles.

Autoware processes information from cameras, LiDAR and other sensors to help vehicles identify their surroundings, estimate their position, plan routes and control their movements.

Unlike a proprietary system controlled entirely by one company, Autoware can be used and improved by businesses, universities and independent developers.

TIER IV describes its mission as the “democratisation of intelligent vehicles.” Instead of attempting to build every vehicle and component itself, it wants Autoware to become a common foundation upon which other organisations can develop autonomous-driving systems.

Commercialising open-source technology

Because Autoware is open source, TIER IV cannot rely solely on conventional software-licensing revenue.

Its business surrounds the platform.

The company helps customers design autonomous-driving systems, integrate the software into vehicles, adapt it to specific operating environments and manage deployments after launch.

Its activities include development services, implementation support, autonomous mobility operations and vehicle software products based on Autoware.

This model gives TIER IV an important advantage: freely accessible technology can attract developers, encourage experimentation and accelerate adoption.

It also creates a commercial challenge. If companies can access the underlying software without paying for it, TIER IV must prove that its engineering, integration, products and operational support are valuable enough to generate recurring revenue.

The number of Autoware users therefore matters less than how many become customers of the commercial services surrounding it.

From public trials to commercial operations

TIER IV has participated in autonomous-driving projects at 127 locations across 39 Japanese prefectures.

These trials respond to a particularly Japanese problem. Regional populations are declining, while bus, logistics and transport operators face growing shortages of drivers.

Level 4 autonomous driving—where the system controls the vehicle within a defined area and under specific conditions—could help maintain services that are becoming difficult to operate conventionally.

Commercial deployment may arrive first in controlled environments such as regional bus routes, airports, factories, logistics facilities and tourism zones rather than through privately owned passenger cars.

For TIER IV, however, running another demonstration is no longer enough. The company needs to turn trials into continuing deployments that generate implementation fees, service contracts or recurring operating revenue.

A Japanese platform competing globally

American and Chinese technology companies, vehicle manufacturers and semiconductor groups continue to invest heavily in autonomous driving.

TIER IV is pursuing a different position.

Rather than controlling a complete vehicle or proprietary hardware stack, it is building a software foundation that can be adapted by multiple manufacturers and operators.

If Autoware becomes widely adopted, TIER IV could occupy a position resembling shared infrastructure within the autonomous-mobility industry.

But larger competitors are expanding too. NVIDIA and other companies increasingly combine chips, development software, simulation and autonomous-driving tools into integrated platforms.

TIER IV must show that an open ecosystem, combined with professional implementation and commercial products, offers customers something that larger proprietary platforms cannot.

Three things to watch

The first test is whether TIER IV can convert public trials into permanent commercial services.

The second is international monetisation. Global adoption of Autoware does not automatically produce revenue, so the company must identify where it can capture value as overseas usage expands.

The third is the balance between research spending and profitability. Autonomous driving requires prolonged development, safety testing and regulatory cooperation, making rapid returns difficult.

TIER IV’s IPO is an important milestone for Japanese university deep tech—but it is not proof that the model has succeeded.

The public market will now evaluate whether an open-source project created in Japan can become both global infrastructure and a sustainable business.
